Why "offers" before "angles" when we know volume?

I've noticed this recent trend in the mobile community with app installs. People seem to be spending more time split testing offers than angles--I want to know why?

First, there's the methodology of asking your AM for advice as to which offers are doing volume.

From the knowledge we infer:

1. It must be a good app in the eyes of the average person.
2. The app and what it attempts to resolve must be relevant/trending.

Therefore it's likely to have success with more and similar audiences, and we can have some level of confidence that it is just a matter of finding the right angle for us to have similar success.

However, this method assumes:

1. The individuals who are doing volume don't have special access to a more receptive audience that we do not and/or the individuals don't have a special deal on traffic. Often one or both of these are the case with these high volume individuals.

Here's my main question:

If we can often make these assumptions from the fact that an offer is doing high volume why are people testing offers instead of picking an offer and trying countless angles until one hits?

In essence, why are so many people giving up on an offer because of a few failed angles? Mistake or smart?

because data never lies, and there are many of the same offers where you can use the same angle

ie mobogenie, clauncher, opus launcher - they are all launchers, so u split test which one works best with angle in geo.. and run there, why try and work hard to make something work, when you can work smart, and do more in less time, and then spend the time saved scaling horizontal?

I also noticed one thing in adult dating, but I dont see why it shouldnt be the same with mobile apps. Different banner/lp combos show really big performance differences with different offers or even offer landers. Very often all you need to do is just switch the offer or just the offer lander to get way better conversions, while you keep the banner and LP intact. So they do the same with apps, same funnel will deliver different performance with various offers.
