Landing Page Conversion Rate
I understand the statistical significance of banners and cutting landing pages vs. each other. But is there a target conversion rate/click through rate you have when you're evaluating keeping landing pages?

Not really.
Whatever makes money.
CTRs amongst others are just intermediate metrics, so outside of a very specific set of parameters that others have tested a lot (e.g. adult dating offers from a handful of advertisers, run on Exoclick placements X/Y/Z), there is no point to having benchmarks.
In campaign 1 your landers might have CTRs of 5% and then a CVR on the offer of 2% but you run at 100% ROI.
In campaign 2 your landers might have CTRs of 50%, then CVRs on the offer of 20%, and run at -70% ROI.
CTRs are useful for providing data prior to conversions, but don't directly make money.
