So I want to give a try to start some campaigns to advertise my tools. Most of the traffic I get is from word-of-mouth which is great, but I want to try the paid mediums as well.
Some of you who are network owners may know the answer. I'm not looking to target newbies, but more experienced ones.
I heard about affbuzz.com, does it worth it?
I know these blogs get a lot of affiliates as visitors

You'd be better off asking them to email for you. iAmAttlia has a list, so does Rat Alliance 
You can always go to Clickbank.com -> Most vendors have an affiliate resources section, have them place banners in there. Also, get them to email for you to their affiliate list, most CB vendors have them
Juicyads allows you to advertise on their marketplace. I just clicked on a few affiliate ads!

There are very few forums that are not full of newbies and use advertising as monetization.
There are some blogs which I think of, but for blogs I will try on the (paid)review route first.
I just looked at LinkedIn and found about 1 mill demographics that have affiliate marketing, direct marketing, lead generation etc as skills, which looks very targeted, but I don't know the platform yet.
Why not trying to advertise in the back-end of CPA companies?
I mean, who's your target market?
And about your website, if I don't understand what it's about within a few seconds I simply leave.
I would put something above the video that invite people to actually watch the video.
Why not what you have in the FAQ: CrazyCTR is a web-based tool for web advertisers that tweaks ads for higher CTR by applying eye-catching effects to ad images, generating tons of variations for you to test. CrazyCTR also has a browser extension that speeds up the process of collecting and preparing ad images.
Now that would inspire me to watch.

What about the ads on Prosper and derivatives? Not sure who runs those sources, but they'll get you the right eyeballs...

note: some resources are gone, but still, tons of goodies there
clean it up and make it not just about affiliates but rather a tool to get high CTR's.
Make it look like a cool startup and then go talk on every channel you can where people are discussing user acquisition.

Jason, the idea for this is already on my plan for quite some time - a self optimizing ad platform, you put a static banner and it makes it HTML5 with lots of effects and automatically chooses the winning variation. But for this I think I'll get on the investors route(anyone?) since it will more for enterprise.
@crysper - you're cutting out a lot of potential buyers by going enterprise! I wouldn't make that call too soon.
Also, are you prepared for enterprise sales? It's a very different beast to smaller SAAS sales. (Ofc, you may already have experience with that, in which case ignore this comment!)
I'd second Jason's suggestion - make it a cool tool for generating high-CTR / CVR banners, then go talk about it where growth hacker / startup / ISV / SAAS types hang out. I think you'll get a lot of interest!
Hey Virgil, my first thought was to see where your competitors are getting their traffic from and go from there. For example let's take a look at http://visualwebsiteoptimizer.com; if we look at referral there is a list of about 1000 url's. The first hundred or so are your competitors. Start plugging these url's into WRW and Adclarity and see where they advertise......
