So I'm stuck. Yesterday i read a thread that you should optimize campaign if its in -90% roi. Now I'm with offer that was getting -90% roi, I optimize it and got -72% roi so far. Should i continue doing so, or try finding better offer, traffic source?

I'm running it on zeropark, so don't have banners to test. Running only 1 LP. I cut target that ate lot of my budget.
I'm low on budget, around $1k left to test. I can though, invest a lot in scaling but can't spend more than $1k in testing.
You are never going to optimise very well if you don't test more landers, angles and offers/offer landers.
A better lander with a different angle might give you 2x the CTR and 3x the CVR. A different offer lander might convert 2x as well.
You won't know if you don't test anything that has a measurable effect on campaign profitability.
