Why isn't it testing certain ads? I have 17 ads with under 20 impressions (reach), they just aren't being tested at all for some reason. The campaign has over 40k impressions. So confused hehe.
Are these ads all inside 1 ad set or do they have an ad set each?
If they are in one ad set then the answer is pretty clear - they are all competing for the same budget and Facebook is never going to give even delivery to that many ads. EVER.
Split the ads into their own ad sets each so they have individual budgets.
If you have already done this, I would say your oCPM bids are too low but looking at the ads, and the wild average CPM variation, I'm guessing the problem is the former.

Yes, the ads are all in 1 set. How do I split them, every 6 ads in a new set? They are all the exact same ad except different images.
I don't remember bidding anything when setting up the campaign I didn't set a CPM price or CPC. I thought oCPM did everything automagically?
oCPM has a default option in the power editor but it still bids something specific, it is not that magical.
Split each ad into it's own ad set.

As far as oCPM bidding strategy, what would you recommend? (I've read the FB guide but I'm not 100% clear on this)
Go with actions and default bid (or $5 to start) then see how it fares.
