Preferred would be CPV but really anything that works is appreciated and any tip as well.

Aside from general media buying, I imagine email is the best bet for sourcing high-intent traffic. No idea where you could get it other than a JV/list sharing.
Why not just try the CPV easy bets like leadimpact and trafficvance?
