I got a campaign up last night for today and let it go today, inital bid is HIGH so impressions shouldnt be an issue however i havnt seen 1 impression!! 1.5 Mill reach
I thought it might be a campaign that has somehow b0rked so created another one and still the same thing i cannot get 1 impression to an ad yet my bids are way high enough 
Anyone else seeing that today?

i found out the issue
For some reason FB today have halved the suggested bid prices so i was bidding what they suggested which was WAY, WAY, WAY too low i knocked it up to double their suggested (high end) and voilà traffic... I think theres a bug with their system today because the prices their spitting out is unreal 
Is your daily budget low?
They don't start your campaign with a torrent of impressions if your ad budget can't sustain it for the whole day. Instead, they'll spread it out over the course of the day and you'll usually hit your daily max a couple hours before the end of the day (11:59 pm)

daily budget is maxed out mate. Trust me i aint stupid lol
1k limit - suggested 25-37. Im bidding now @ 0.30 as I don't know what the issue is.

Check your size of demo again.
One of my Canadian campaigns, I was targeting keyword "jewelry" shrank from 30,000 to 1,100 over night.
This happened last Monday but you have to check few times to see this real size of demo.
The only reason I can think(more like guess) is that FB lost huge amount of Canadian traffic somehow??
That was not it, I uploaded few campaigns last Sunday but I made mistake on one of campaigns so I deleted that campaign and reuploaded new campaign with new subid.
When they approved my ads, destination urls were missing from all of my ads.
I still ran that campaign but my cpvlab was showing my deleted subids.
I checked my links few times but they were all right links with new subid and I even clicked few times and cpvlab was showing new subid
but when I ran it again, it was showing my old subids again.
It was like I have ghost campaign was runing that I could't see.
I've been having exactly the same issue in AU. Created a bunch of campaigns, started bidding at the high end of the suggested range but not one single ad is getting more then 10-20 impressions. Upping the bids didnt change anything either. 300k demographic.
I changed one ad to CPM and started getting impressions right away but the traffic was junk.
