What lander CTR(s) are you getting and how many actual clicks to the offer?
I don't have experience with IN mobile traffic but I see no reason why it would be any less recommended than Mexico, Brazil, etc.
The win a Galaxy approach is decent incentivisation, though is this even a possible outcome for the person who registers? If not the lead quality would probably be abysmal.

Regarding winning the samsung galaxy we were going to first test the campaign to see if it was profitable. In hindsight we probably should have had an "submit email" button off the bat instead of "download." We originally thought mimicking google play store to give the lander more validity was more important than an email submit and realizing now this was a mistake.
Do you think this could be one of if not THE major factor in our campaign sucking so bad?
Reason why we were questioning geos is because we noticed smart phone adoption rate is not nearly as big as some countries and feature phones seem to be dominating the IN market... for now. Also, carrier speed is not as good some of the other popular geos. Unfortunately, we analyzed this data only after we started running the offer.
Are you certain this offer converts decently?
Personally..I will not create a funnel before i know the offer i have converts decent enough.
It was recommended by the aff manager. Is there anything else we should have done besides asking the affiliate manager about the offer?
I'd probably ask the AM what volume other affiliates were running on the offer, and from what traffic sources.
There are basically two potential problems here:
1) The offer sucks. This seems quite likely.
2) The angle didn't work. Also could be the case.
Try another angle on the offer - something completely different - and in the meantime, also prep a campaign with another offer!
Launch many campaigns, and success will appear!
1) You can make it work in INDIA... create some adcopies with girl images saying "Hey i would like to sell my mobile for 2000 rupees" or something similar to that and send it straight to the offer...you get the idea right? I have friends who made insurance offers work in India using girl pictures 
2) If you know this offer converts...start testing new angles and landing pages.

4) If you are trying to promote this to whole India...try ENGLISH adcopies. Not saying you shouldn't try Hindi...try both.. stick to whichever gives you the best result.
How big is the gif in terms of file size?
Usually the animation delay shouldn't be an issue for a small mobile banner.
Also, upload your data to imgur and then post the image in there - can't read the data at the moment.

Questions We Had:
1. Is there anyway that decisive is not delivering this ad correctly and thats is what is causing a lack of clicks?
2. We saw a similar ad running in english for over two weeks now (browsing indian apps on an Android with VPN set to india) our ad is english, should we switch to hindi? Geo is india
3. What could be causing this overall? Seems like a fairly creative ad deserves more clicks
4. Is there any best practices when making gif animated banners (ex file size, software used to make them, etc)
Just a little lost as to why this campaign isn't getting any conversions at all with a solid gif banner.

1. Chances are the angle's just not resonating with people. Maybe not a lot of people want a classifieds app, or even know what a "classifieds app" is.
2. Definitely split-test hindi.
3. My guess would be that the benefit ("why would this help me?") isn't that strong for the reader, but this is why we test very widely with lots of ads - you never know what will or won't work.
4. Photoshop is your best bet by a long way. Try and keep 'em under 50k for mobile, IMO.
Being an Indian, I can say people in India won't be interested in downloading a classified app unless they need it for some reason. And making them want this classified app is heck of a job! Sell them something they want.. Think about what they do on their phones most of the time...? Why do they connect with internet using smartphone?
Since you are just starting off, I would suggest you to try some other easy to convert offer. This one is little difficult to convert with the kinda traffic source you are using. It would work with sources where you can get real cheap inventory. You can make it work on google adwords as well with high CTR banners.
Why don't you pickup some direct apk download offers or maybe something like sexy wallpapers 1 click subscription offer with bollywood actresses etc for India those are hot converting!

We tried the following angles and none of them really converted well...
1) Give away contest for smart phones - ads tested in Hindi - 2 conversions - nearly 1,200 ad clicks
2) Buy Sell Find Goods on Quikr - Ads tested in English / Hindi - 0 conversions - Poor Click Rate maybe 200 total clicks
Overall this is what we learned:
- India has super shitty cellular data speeds. We invested $75 getting our lander custom coded in order to load under 500 milliseconds.
- The giveaway offer had tons of clicks but very little conversions
- The direct angle of promoting the benefits of the classified app got little response with the audience
- The clicks were slightly better with the direct benefits angle when we translated into hindi.
We eventually just walked away from this offer because it was so far from being profitable that even with more and more optimization the prospects of this offer becoming a winner were basically slim to zero.
We did some intel and saw others running this offer but our end conclusion was that - either the affiliate running this is getting traffic from a super cheap source or these ads are being run directly by Quikr themselves.
Our AM told us that the volume for this offer was like 400-500 conversions a day (at $0.40 payout) thats a $160-200 a day campaign for the entire network we were on (Neverblue)
I personally recommend you do some more research because i'm not sure this offer is worth the time / effort. Also Neverblue paused the campaign shortly after so that may be due to poor performance..

tonnes of click but very little conversions - what does this mean? is it that they did not manage to load the page fully so they exited? or that they do not find the offer believable or appealing?
The direct angle of promoting the benefits of the classified app got little response with the audience >>> maybe thats why everyone went with the incent version of promoting free minutes, that has absolutely nothing to do with the site, and then it got stopped recently.
this is a shitty offer, we tested it

Thanks xavierfok for starting this thread, I spent $30 and have only 1 conversion. There is no way to optimize unless u have a superior angle.
This offer really isnt the best, but there is one thing you need to keep in mind that makes a huge difference between using the "standard" and "incentivized" offers.
With a standard app, lets say some speed booster or phone cleaner, you're actually promoting a somehow helpful app that offers the cure for almost every smartphone user, these apps have super broad appeal, pretty much anyone can benefit from it. Lets face it, who doesnt have problems with their smartphone battery and who doesnt want a faster phone? So with an app like this EVERYONE with a smartphone is your target group. Thats why these apps usually convert very good and you dont actually need to do any special targeting. People install it because they want it and it addresses a problem they have. No incentive is needed, because the app itself is actually the incentive 
Now take a look at a different type of app, this quikr app for example. Its a clasified ad and not everyone actually needs or wants an app like this, there is a special type of audience for it. So how are you going to promote it? You have two options, either find your target audience and advertise it on sites for women on maternity (they have a ton of used clothing to sell), car fanclubs (these guys always buy/sell car related shit), pet lowers sites ... etc.
OR, forget about the app itself and sell them the incentive instead. Chances are, people will catch your hook and opt for the incentive while accepting the "annoying" fact of having to install some app that they wont care about at all, but maybe they will still open it and some will start to use it. These lower "installer to user" ratio is the exact reason for the lower payout on incentivized offers. This is what you were trying to do. Your campaign failed from two reasons, first was that you actually picked a wrong offer, I guess there is some fuckup in the conversion flow. The other reason was the funnel of the incentive, you made it a bit too complicated imo and I think you could have picked something better. Samsung galaxy - not everyone wants it, many of your users already had it, its a bit too big price for a free app install etc etc. The example with "free minutes" that someone mentioned is a way better incentive in my opinion. Except for the rich people who dont care about their phone bills, everyone wants free minutes. An incentive like this effectively transfers an app with limited target audience into one that appeals to "everyone" because of the free minutes incentive.
To sum it up a bit, to make your life as easy as possible, when promoting a standard app offer, pick an app where "everyone" is your target group (battery saver app) AND when promoting and incentivized app, make sure "everyone" is the target group of the incentive you are offering 
There are of course other ways around it to make an app install work, this is just a general recommendation for those starting with app installs.

Quikr, which claims to be India’s largest classified ads site, has scooped up $150 million from returning investors Tiger Global and Investment AB Kinnevik, as well as Steadview Capital.
The latest round, which is the biggest single one Quikr has raised so far and brings its total funding to $350 million, will be used to enhance its mobile business and expand its most active categories, including cars, real estate, jobs, and services. The site claims to have 30 million monthly users, including individual consumers and small businesses, and is active in 1,000 cities across India.
Founder and CEO Pranay Chulet tells TechCrunch that 80 percent of Quikr’s business comes from its mobile apps. One of the things that sets Quikr apart from other classified ads sites is a messaging feature called QuikrNXT that is available in its apps and site. Launched in January, QuikrNXT lets prospective buyers and sellers text and send photos to each other without disclosing their phone numbers. Chulet says that the majority of Quikr’s users now communicate through QuikrNXT.
Quikr is planning to launch a separate property portal called quikrhomes.com, thanks to a two-fold increase in listings over the past year as the real estate market prepares for a recovery. The new site will compete against players like SoftBank-backed Housing.com; CommonFloor, which has also raised funding from Tiger Global as well as Google Capital; MagicBrick.com; and 99Acres.
Chulet says his company will also delve deeper into its jobs and services sections, potentially spinning out each as a separate vertical.
“We already are leaders in all these areas, people just don’t realize how big each of these businesses has become for us through sheer organic pull,” says Chulet. “Quikr is a bit like a mothership that cuts across a bunch of categories. It’s time to launch big boats from the mothership.”
