I can't believe Facebook doesn't have Hometown available as an option for targeting users, it's such a big one.
Targeting language is usually the MO for most nationalities/immigrants. But say you wanted to target Canadians living in Texas, how would you go about doing that?
I see Teespring shirts all the time with some angle along the lines of "living in X state/country, from Z state/country". How are they targeting these campaigns?

I'm targeting major colleges/universities in this hometown... but would love to have something more clear-cut.
I don't believe you can target people's "from X" attribute.
I'm not sure why - perhaps Facebook made the decision very early on that allowing this would make it very obvious in ads that the user had been targeted due to their country of origin, and that this might cause a negative user experience.
In any case, using Open Graph search scrapers should be able to net you what you want.

Another very quick, easy solution I've started doing on these campaigns recently is simply looking up the country/location on Social Bakers for the top fan pages, and also checking those pages to make sure like 90% of their fans are in that country.
Then targeting those fan pages as interests in the US.
They are using Scraper to get UIDS 
"People who were born in A and Live in B "
That's all !
I've made a few $K with that method !
And which scraper is still working? They all seems disabled recently.
The best way to do this is to target the geo as the country they currently live in (obviously) and target unique fan pages related to the country they're from.
- newspapers
- famous personalities (singers/actors)
- events/national holidays
- universities/schools
- local sports teams
Basically things that the average local in that country would be connected to and people like us would have no idea about.
There are still some Local tools can get uids and convert to emails.
It still works.
