So just got done reading the post on mr greens blog but still confused on how it works.
I know it drops a cookie so if you were doing a direct link campaign on PPV and you send traffic through a redirect that drops the cookie, what happens the next time that person goes through your redirect? Do they see the same page or can you redirect them elsewhere?
Just the only part that was confusing to me if its confusing to you to let me know and I will reword it better.

its more so that you can target them later through a different ad network on different websites and with different (more targeted) ads. not so much for them going through the exact same offer again.
Yep constantin is right. Retargeting allows you to reach the same person across multiple sources. This is useful for a few things: up-selling or cross-selling existing customers, incentivising partials with a special offer, avoid targeting people who have already converted for a particular product or service etc.
One of the easiest ways to get your feet wet with retargeting is via adwords. Within adwords you can setup different target segments. I usually like to create retargeting pixels for curious (clicks through ad), interested (partial) and buyer (converted). I then set up via vertical eg. Curious Auto Insurance, Interested Auto Insurance, Buyer Auto Insurance. I find its not worth the effort getting too granular as the pool of traffic becomes too small.
