I am looking for an Ad Network that has good sites to promote/advertise software programs, especially video software but not only.
Does anybody knows any good advertising networks (except Google AdWords, Bing)? If it also covers the German speaking market as well would be great.

What sort of video software? Video editing, video players, something else?
I like to promote screencast software like Camtasia Studio and video presentation software like VideoMakerFX and maybe video editing software as well (Sony Vegas, Cyberlink PowerSuite etc.)
Whoo, OK, that's going to be pretty tough to promote on most conventional ad networks - not exactly universal appeal.
My recommendations would be to try direct media buys, either through something like BuySellAds or actually approaching site owners. There are a lot of video-focused sites out there, although you'll need to hit the right level of professionalism: advertising that software to someone like me, for example (pro filmmaker) would be a waste of time. You want to go for the amateur/semi-pro market.
You could consider advertising to folks looking to break into Youtube with games channels or the like - perhaps try the PartneredYouTube subreddit or similar.
And obviously Facebook would be good with tight interest targeting.

I have searched for some PPC networks and found this one's as an AdWords, Bing alternative (as these are perhaps more useful for this type of products as CPM networks), which may look interesting:

Do you have any experience with these networks?
Linkedin is for professionals only, as you probably know - if you could find a group of professions which would likely need the kind of video software you're promoting, that would be a solid site to test. In my experience, though, Linkedin ads haven't performed too well - anyone?
7Search can certainly be made to work, but the quality's generally lower than other search options like Bing or Google.
Why don't you want to use a CPM network, out of interest?

About using CPM: As I am addressing a very special interest group I am afraid to burn the money fast with CPM and getting low conversion. I also haven't tried any CPM network so fare and have no experience.

There is no sensible answer to that question.
The bidding mode has very little to do with the likelihood of a campaign's success, similarly CPM won't necessarily burn through money any slower or faster than CPC - it depends on ad performance and how the platform operates. On FB for example, it's quite common for costs to be higher per click when running CPC.
Getting something profitable is a result of a large number of variables and testing. The budget just facilitates the testing and nothing more. A highly experienced marketer might get something to profitability with $1,000 spend worth of data and well designed tests. A newbie might burn $2k and never get past -50% ROI. Again, this isn't a sensible question.
I must ask: why are you bothering with this type of offer and considering burning $1,500 to test them, on networks you have little experience on? What is your level of experience in general?
Video software offers, in Germany, on display and search, is not really a combo I would advise someone to start out with.
Oh, so are you advertising a specific product on behalf of the advertiser?
No, we are a reseller for this product and got some marketing money to spend. We have also got a customized trial version of this software which is linking to our shop, site if they like to purchase after the trial period.
This means our main goal would be to get signups for the trial download where we have also a Followup Autoresponder configured with video tutorials etc. for this video software.
I'd seriously recommend direct media buys or BuySellAds in this case, then.
You're going to want highly targeted traffic in a specific area. Blog / enthusiast traffic is the way to go.
There's no reason you can't be profitable with CPM on $1,500 - I've run CPM campaigns that were profitable on $15 before now
The primary limiting factor will be the cost of the software, because you need to get a statistically significant number of conversions to optimise - and that's the problem whether you're on CPC, CPM, or the barter system 
Also, what about Youtube ads? I'm sure a lot of people who make or want to make videos will also watch them online, e.g. tutorial vids, people who watch and want to do their own gaming commentaries, etc.
