I have been running a dating campaign and have hit the 5 x the payout level ($21). The campaign had 66 clicks and 0 conversions with a 0.1% CTR
Would I be right in assuming that this is a good point to pause the campaign and try running the campaign again with a new program?
I'd talk with the bizdev person and try and find out what's going on. Seems like there's an issue with 66 clicks and no leads on a SOI dating offer.
Yes I would think it's not worth it running with the same parameters.
You would have to either change the offer or angle.

Yup. Either try a new angle (if you know the offer works for other people) or try a new offer.
The only other thing to check would be whether there were any technical problems, if the offer was accessible in your target geo, etc. But assuming no tech problems, definitely time to move on.

If a second offer doesn't fare any better, I'd say head back to the drawing board: new offer, new angle.
