'Quantcast Advertise'

Does anyone use Quantcast Advertise (https://www.quantcast.com/advertise), and if so, how? It seems like with their tracking they can put ads in front of people based on sites they have recently visited. I'm not sure how they fit into the AM/advertising ecosystem - competitor? Tool?

It's retargeting. It can be a tool or potentially a competitor's tool as well.
