Do you have any opinion about Epom managed campaigns ?

I wanted to test Epom traffic, so I contacted them but according to their reply a self-service platform to run campaigns is not available:

Our system is managed. If we will work together - I'll be your account manager. I will set up the campaigns according to your guidelines.
If the campaign will not convert - let me know and I'll be able to optimize it.

We work on flat CPM. What are the rates you can offer in each country?
