Monetizing partials?

So we spend our bucks sending a shit load of traffic to a merchant's lander. Many of these offers convert on the second page. That means that the merchant can capture the user's details FOR FREE even if they don't convert on the money page. Especially if they leave their phone number. I bet their admin staff are all over their ass within 10 minutes of the posting. They'll probably convert around 35-40% of those leads over the phone. Meanwhile all we have is the bill.
If there a way (apart from host and post, or dealing direct and getting a reduced payout for partials) to squeeze some juice from this guys?

I don't like pushing the biz opp email subs to lander to cc submit. Having bought data in the past and doing some email marketing, you're right you give them so many partials and their call center slams them. I know this b/c we actually own an offer and a call center and one of our staff members has been wanting to change our offer from a direct CPS to just that collect the partial first with name/email/phone (like a short form app) then payout on the sale. I am sure a lot of affiliates like myself and yourself would agree that the advertisers need to give some love on the name/email sub as well as on the CPS, almost like a 2 tier payout. I can assure you big email marketers tend to stay away from those type offers, not all but ones that have quality lists and know what each subscriber is worth will turn away.

You could always start gathering that data yourself first - and then sending them to the offers. Then you can start monetizing the data on your own.

I hear you coop. The offer, in this case, didn't allow host and post, unless someone can show how to acheive this by 'different' means? I'm game. Cash is where it's at baby.
