I'm searching for traffic that will allow me to edit the campaign via API.
e.g. add and remove countries, top-up budgets, etc.
This is for popunder desktop and mobile.

Don't know of any with public API, but if you use Exoclick, you can control your campaigns through your own application programming interface fairly simply due to the structure of their system. So if you use exoclick, you can check out the post requests sent when you update your campaign budget for example, then you can replicate that request yourself with your own conditions. I've done this with exoclick to create my own auto pause/start functionality for my campaigns based on the time of day, since exoclick doesn't have day-parting within their interface.
