As for ads... I think it depends on what you're trying to advertise.
If you want to advertise to people to show how you, as a local politician, can help them, then the ad is likely fine and relevant to the users.
However they won't want you advertising facetiously or using controversial topics... e.g. trying to sell make-money-online products to people in the wake of the recent withdrawal of armed forces from X country which is predicted to see petrol prices skyrocket.
It'll be about the angle and whether your trying to get money from people using these kinds of ads.
Speaking as someone who lives in Scotland right now: yes, FB definitely allow political ads that aren't for commercial gain.
Either that, or both sides of the Independence campaign have FB account farms that put everyone else's to shame...

The bans you to which are referring pertain to extreme political views. If you are advertising for a mainstream political party or candidate, you will face no issues.
