Trouble uploading ads on FB

I've been getting this weird error when uploading ads in Facebook:

The number of adgroups you can create in a given period of time has a limit determined by your daily spend level. Higher spend levels allow creation of more adgroups. Increase your daily spend limit or create fewer ads per time period.

I don't get it. My daily spend level is $250 and my usual budget for campaigns is less than $100/day(for all). I even deleted old campaigns that I don't run anymore. I deleted the current ads, re-entered all of them again in power editor and still no success.

Man this sucks. First time happened to me. Very frustrating!

Solution:
Wait 1 hour. Retry. Some ads will upload.
Wait 1 hour. Do the same. ad infinitum.

Yuck.
