Cheap traffic source to test CTR?

What's a cheap traffic source to test banner CTR?

Depends on the banner. But I'll go with adult traffic. Exoclick has Gaming site, Torrent sites, Adult sites.

So I always test my banners there to see what kind of CTR they get.

But also understand that the CTR also depends on the kind of site, if the banner has anything to do
with the site too.

This definitely, if you test CTR on a cheaper or lets say a different site to which you intend, your results will vary when you take it there after the testing.
