I just got ads rejection from Decisive saying “We apologize for the inconvenience. We are expanding our traffic and as part of adding on new traffic we are unable to support direct APK downloads any longer.”
Any recommendation on which networks I can run APK downloads.

Not many networks are allowing APKs anymore. You can try buzzcity. But id advise you to go for google play offers or iTunes Store offers instead, at least you have a lot of options to choose from when scaling.
