You see this all the time, ad networks brokering traffic to eachother.

I am well aware of that.. same as adsense and other mainstream ad network... also with adult network..

but I wanted to know if exo is buying inventory from tj...

Yes they are brokering the traffic from TJ but it is separately partitioned from the TJ.net bidding stuff.
