Is It A Good Idea to Show Users a 2nd Lander On the 2nd Click?
Let me better explain this...
Since I get a lot of dupe clickers on FB, I was wondering if it's a good idea to show the user a new lander the next time they click on the ad? Or are these people more than likely just other affiliates spying?

With dupe clickers you mean people with the same IP?
If yes, it's not said they are the same person, sometimes ISPs share a single IP between many users.
If you are 100% sure they are the same people I would try with a new lander and compare the CR to the current one.

Mobile users share the same IP very often

You can cookie them and show a new lander if you want but this might clash with lander rotation in tracking systems. But who's to say showing a new lander is a better idea? What if X lander is actually better but a user clicked an ad > didn't have time for it so closed tab (busy at work or had to pop away), or accidentally left the page. If they go back within a short time frame and see a different lander you might in fact lose them...
It's something you'd have to do a quite intricate test of to get reliable data. e.g. duplicate clickers get rotated between two LPs > compare 2nd LP CVR to first vs the average for first time clickers...

How about
:
1. User visits lander for first time.
2. Closed tab with lander in less than X seconds ( grr.. busy )
3. Set cookie with Visit duration.
4. If visit duration less than X threshold -> Send visitor to second lander?
Is it possible to detect if user left lander bc he have no interest in offer or he was too busy?

I don't think on-page time can be interpreted that way, i.e. busy vs left because they didn't like it.

You can do it using jquery.
I have experimented with this too. The problem of dupe clicks on FB is an odd one...
