Difference between mobile offers and mobile ads
Just curious about how it works. Let's say I have a mobile dating signup offer.
Where do I get the traffic from?
Is it from traffic sources like inMobi, Jumptap M-Media & Airpush that specialises in mobile traffic?
Will mobile dating signup offers work on traffic sources like POF or Facebook?

Yes, mobile offers can work on POF - in fact, mobile-only traffic is something of an untapped niche on POF.
On FB, mobile dating will suffer from the same problems as any other kind of dating - in other words, it's pretty much not runnable without hardcore cloaking.
You can also get mobile dating traffic from mobile traffic sources, certainly.

I remembered that I read something about the terms and conditions regarding dating ads (non-mobile) in Facebook yesterday. I forgot to bookmark it

. It says something like as long as we stay clean, our ads will be approved.

I can tell you from experience getting dating ads approved on FB is pretty hard these days.
If you wanna get started with mobile I suggest starting with Decisive.is.

I noticed that :
1. the average CPM for US and Canada has a huge difference.
2. US has more impressions as compared to Canada.
Since I'm still new to this affiliate marketing, should I go for the Canada market? I'm on a tight budget.

I wouldn't recommend touching dating on Facebook at all if you are new.
Facebook has outright banned dating ads on Facebook other than those run by white-listed advertisers, e.g. Zoosk, eHarmony and Match.
If you try to run dating ads, you will likely lose your account.
People who are running dating are generally not doing so with FB's approval - they are often cloaking non-compliant campaigns. Don't touch this sort of stuff when starting out.

What if my offer is a clean dating website that can be logged in with Facebook? Is it considered a white-listed advertiser? Facebook is really a tempting traffic source considering the huge number of users in the world. And what happens if you lose the account?

@deniouz - you will need to get in contact with that dating site, and have them contact Facebook to have you white-listed as an affiliate. If you can do that, you're good to go, I believe. But it's pretty tricky to do.
