About Exoclick Bidding Strategy
I have some confuse about this problem, I know the higher bid can get more fresh vistors, so for my campaign I bid with the #1 bid according to exoclick system and also set the frequency cap to 3-4, I can get ctr from 0.3%-0.4% but roi like -20%~-40%(NTV A), do I need to low my bid down?
I'm afraid low my bid will get bad quaility traffic, does anyone has some suggestion about the bid strategy?

The Exoclick bidding system is misleading.
It will say that you are the top bidder when you aren't. The only way to tell is to check the website in question and make sure that you're appearing first.
As far as strategy goes, I will usually test two first:
Bid low, and bid high.
Bid low means matching the minimums, where I'll scrape up the bargain basement impressions and try to offset with the lower CVR.
Bid high means finding the top bid, setting a low frequency cap, and going for quality.
One thing I'd say about bidding high is that you need to be using a fresh funnel. Fresh banners, LPs and sometimes even fresh offer.
There's no point in appealing to fresh eyeballs with a stale funnel.

Thx finch, and for NTV A/B, do you suggest to bid both of them at the same time to increase the traffic or only bid one?

^ split test that mate, see if it drops your ROI. Its performed differently for me for different campaigns, most of the time running both spots lowers my ROI but there has been circumstances that it kept my ROI very similar and the extra traffic generated me a lot more profit from the campaign, so it was definitely worth split testing

if you're not split testing at least one variable at a time, you're leaving money on the table.
