Non-US based VPS

Anyone got any suggestions for a good non-USA based vps. I see lots of options but most are US based which I'm trying to stay away from

Ramnode, DigitalOcean and Linode all have EU-based VPS options. Note all are unmanaged though.

Do you want a VPS that's not located in the US, or a VPS run by a non-US company?

If you want the second one, I'd recommend Bytemark's BigV cloud service - UK based and very good.

Should I even look into Digital Ocean if I've never managed a server? What kind of regular duties do you do to maintain one?

It depends on what you do with it.

I actually really enjoyed learning the process of how to set-up an umananaged server for both tracking platforms and landing pages. The DigitalOcean knowledge base is pretty comprehensive on setting up servers and other key software. As I went through it all I created a big Excel spreadsheet detailing every command I used meaning I can go back through it to rinse and repeat in the future and easily spot where things went wrong.

I generally don't find there's much maintenance and just hired a server guy to harden the security who I'll probably hit up again after a year just to check for latest packages updating if there are any new security concerns.

I suggest you take a look at ServInt.
They have managed VPS in Amsterdam at lightning speed (whatever that means)

There are very few regular duties when maintaining a server - basically, you just install the software and let 'er run. Maybe delete the contents of your database from time to time if your tracker's getting slow.

Server admin breaks down into two parts: installation and setup and the occasional panic when something breaks. As time goes by and servers get more reliable, the latter is less frequent. I've got multiple servers that I've not touched for 6 months or more that are still running fine.
