Relatively new to IM but had a question I was hoping someone could help with. I know historically, people launch campaigns at midnight so that the spend is evenly distributed. I've heard that Facebook may have recently changed it's algorithm so that your ad budget won't be forced to spend if you post mid-day... Can anyone confirm or deny this? Would be extremely helpful to know - thanks!
Yes they did changed it, now it will spend only a part of your daily budget if you launch mid-day.

you could try to change your budget to Lifetime (not daily) and edit the end-time, set it at least 2 hours from start date.
does this go for increasing daily spend budget mid-campaign as well?
Traffic quality degraded drastically in past few weeks or many weeks.
Not we get un even traffic with occasional throttling.
