I hear so much about being able to track carrier, handset, OS of phones with mobile yet I can't find how to edit these parameters in TJ.. is there a way to do this?
TJ only allows your to target by country and carrier. You can't target by OS and handset on TJ but you can on exoclick.

TJ calls carrier targeting 'ISP targeting' in case you still can't find it.
Is there a way to block certain carriers/ISP's on TJ instead of only targeting a specific carrier/ISP's?
Nope, you have to add only a list of carriers you want.
