I have a dating offer from PeerFly and the affiliate URL redirects me to a CERTIFIED WINNER CLAIM FORM kind of webpage. Is this normal? My AM told me that I could find a proxy in order to view the landing page. Sorry for asking dumb questions. I'm still a newbie.

The offer sound like it is in another country, and they have a redirect setup. That means if an ip outside the allowed country tries to access the offer then they get redirected to an appropriate offer in their country.
You will need a VPN (virtual private network) proxy to assign you a IP for the country the offer is in. I personally use the paid version of HMA (hidemyass.com). Others have recommended other VPN unfortunately I can't think of them right now, Im not on my computer.
I second the HMA recommendation and suggest one more for easy switching between countries - Astrill.com. They don't have as many countries and servers as HMA, but they cover most of the countries that affiliates run and the service is very stable and fast + it's cheaper than most premium VPN offers (I got mine for ~$30 annually - search for discounts).
