Are you using any interest targets? Male 13-17 from New York isn't targeted at all but from a reach of 100k I assume you have some interests in there.
Sexy girl images have been done to death so don't expect them to always work well. Ingame screens are often not particularly exciting unless done well.
Your frequency is high because the ad CTRs are low, so Facebook has not motivation to deliver the ads to a broader reach of users. Also, the suggested CPC bid is pretty irrelevant - you bid what you need to bid to be competitive, regardless of what any suggested bid states.
As for culling ads to early, I think your fine, provided the ads weren't profitable. Frankly, if none of those ads are profitable right now, I would cull them all and keep testing.
