I have someone in house with some extra capacity, drop me a PM and I'll see if he can do it. He's not exactly a DR guy so you have to give some guidance but he follows mock ups pretty well.
I trained my guy to make mobile banners and animated HTML5 LPs. He doesn't make static LPs though. I am new so I don't have much work to give him. However, if you are interested, PM me and I will give you his info.
