Are your ads quite 'flashy'? Do they use imagery that doesn't belong to the game or give a false impression of it? Does the user expect a quick time to in-game but there is a 5 GB client download?

Lead quality depends on a lot of things, one major one being your targeting/demographic. For example, if on Facebook you target people who play Farmville and convert them on an MMO-like browser game, those users likely aren't used to playing games like that... or they want something simpler and more casual.

Also, the game itself is a big thing. Sometimes games suck. Sometimes they have a crap conversion funnel. Often the game art severely exaggerates how good the game is. In these cases balancing lead quality and conversions can be hard...

I've been kicked off offers where I was advertising to a very relevant audience, high age brackets, etc. I myself fall into the targeting demographic. I registered and loaded up the game and immediately thought "wow, this is crap". At which point I didn't care too much about being kicked off because I understood why people wouldn't play it much.

1, What's your traffic source?
2, What kind of game are you promoting?
3, There are many games in which players will pay after few months. It's not only about traffic source, it also about the game's ability to monetize users. Ask your AM to tell you a rack to pay ratio (conversion to payers) and average time of first payment.
