Do I need a site up to apply for CPA networks? (2)

Going through the getting started guide, looked at convert2media, on the sign up page it says:

"Have at least one site that is live. If your site is under construction, please apply when it is completed. Don't worry. We'll still be here."

I'm planning on direct linking from POF as the getting started guide recommends, do I need a site to show these CPA networks in order to start? Even if I'm going to be Direct Linking?

Appreciate any help.

Don't, use landing pages from the get go

I'd recommend using an agency style site myself, it makes you look a lot more professional going forward in my opinion
