Show the ad reviewers one thing and then change your LP/redirect after your ads are approved. If you're using 202 and direct linking, you would change the offer URL. If you're using a landing page on your own server, just change the landing page.
It was coined from the advertising practice of making an offer to get the customer's attention, then switching to a different offer to try and pull a sale.
