Hey, I am noob, I don't want to "assume" anything and make an ass out of me.
I need some info from the maesters here:
I googled Suppression File and found out that it contains a list of unsubscribed email address list.
The campaign I shortlisted reads "Converts on per First page submit" and the first page is email adress submission and the second has some state details which the user have to fill in. So this would convert when the user submits his email address rite ??
If so , If I run a campaign
1) Will I get paid for the email address which is already there in the list?
2) Is there a possible way to check the email address before sending it back to the offers ??
Help me out here please.

A suppression list/file is for mailers - i.e. people who are advertising the offer via e-mail traffic. Basically, it is a list they must honour to make sure they do not send emails for a particular product or service to someone who has already unsubscribed from that offer/products emails. Imagine you sign up for eHarmony. You leave. They keep sending you emails > you unsubscribe. Then a week later some person you bought a dating eBook from starts sending you emails telling you to sign up to eHarmony. The user, having already unsubscribed, may think it's eHarmony spamming them and complain. The purpose of the suppression file is to avoid this happening.
If you are sending traffic from other sources - e.g. Facebook, display traffic, etc., then the suppression file is irrelevant to you.
A suppression list is just a list of e-mail addresses of people who have unsubscribed from receiving e-mail from a particular sender and won't have much to do with people signing up to CPA offers.
Converts on 1st page submit could mean the page where the user has to fill in information, ask your AM.
