I doubt there is a single tool that has both FB & Adwords.
If you want just an alternative to it, try LotsofAds.
whatrunswhere.com has a plan for google only I think and so do adbeat.com they are both awesome tools.
as bbrock said there is no tool for both FB and Adwords.
