The question is: how to cut pub/sites? Do I need conversions before cutting them, or do I cut them based on LP CTR? I have 349 clicks (between 2 networks) and no conversions yet
I'm split testing a pin-submit offer. My targeting is carrier traffic only, android only, split-testing in-app vs. web, six ads, 3 LPs (10% traffic to DL), 2 networks.

With any cutting there is no golden rules.
But answering your questions. Yes I would recommend you cutting sites only when you see start seeing some leads on some sites. If you aren't seeing any leads on any sites then it's a problem on your end. You will need to mess with your landers, offers and ads.
With that being said if one site is eating all your budget then I'd cut that and let other sites get allocation.
