Cheap pockets of traffic

Got advice from my aff manager today to find cheap pockets of traffic and high ctr.

How does one find cheap pockets of traffic in mobile? What would that look like?

Cheap traffic most of the times is also low quality traffic.

To get cheap clicks work on a high ctr banner and bid CPM.

Cheap pockets traffic are out there too. The way that Besmir suggested is just one of the many ways to get cheap clicks, and you can do it on all display networks.

Cheap pocket of traffic - in my opinion - could be for example just targeting 4shared on incrowdads with a download now banner. This would yield high ctr and be cheap clicks. 2cents.
