Interstitial Traffic Test

I’m buying interstitial traffic (US) directly from a downloadable application. My targeting is setup such that anytime someone visits a .edu domain, my landing page shows for a period of time with some education listings. I get paid on a CPC basis anytime someone clicks on a listing but so far my CTR is terrible ~.05%

This is pretty experimental so I’m looking for some suggestions on how to either improve the ad buy and/or the landing page. I’ve included a screenshot of my landing page. Basically just a blank white page with listings:

Hmm maybe design your own lander and link to an edu offer that pays per lead?

Quite some edu offers have very high payouts.
