The time has come to find a GREAT designer to work with long-term.
I have had nothing but bad luck in hiring designers who can't deliver ... or take too long ... or have other problems.
Anyways, I'm REALLY looking for a great designer that can do good work, reliably, ON TIME, and at an affordable price.

I wish I could have back the countless amount of hours wasted dealing with sub par designers. We have dealt with this issue both in house and with outsourcing. The truly talented designers are never really looking for work and the ones that you come across will demand a premium.
I would pay a premium (begrudgingly at first of course) if I found one that was reliable ...
I found one guy -- with an EXCELLENT portfolio -- actually recommended to me by another associate -- paid a premium because I knew the work would be good -- but the FLAKIEST contractor I've hired. It's been months. still no design ...
Another a friend recommended after I inquired about their great designs -- again -- "Yea he does great work, but I should warn you he's really flaky a couple times we almost didn't meet some deadlines because he was so slow/didn't do what he said he'd do"
I get that they're probably "artists" in the graphic design industry but for the love of God -- DO WHAT YOU SAY YOU'RE GONNA DO ESPECIALLY IF SOMEONE HANDS YOU MONEY
I'd rather "teach as I go" a filipino at this point that's at least eager and respectful ...
I've never worked with this guy so I'm not sure how reliable he is, but he used to own a flash design forum several years ago. Maybe try contacting his company and see how well they respond.
