I am curious, in mobile, do you start with 1 big campaign with targeting as broad as possible or 4 smaller campaigns such as:
Definitely go with splitting campaigns, These are the correct 4 different campaigns you should do.
When you find a winner app/site.. use that in a new campaign targeted only to this app
Yep it makes sense to segregate it like that. You don't want wifi and apps alone to burn all your budget without seeing any mobile and site data.
Pretty much with mobile the more you segregate the betters.
There's SO many targeting options, that you want to track it all and only buy the clicks that convert for you.
I say write down your questions then setup controlled tests and let the data provide the answers
