Realistically how much budget is needed on xhamster nvt a?
Ive spent 1k already got some leads and data but statistically insignificant. This bring one of the most competitive placements obviously means big money rules it. Question is how much test budget do i need before i start seeing statistically significant data?
Is bidding top bid at freq cap 1/24 the way to go for this initial data collect or to.bid minimum and set a higher frequency?

To make the data useful on Xhamster make sure you've got the TOP payout possible.
Generally people buying there ( on the long term ) are on custom payouts / deals.

I was guesstimating I'd need to test 500 banners, 20 landers
offer pay x1 per banner and offer pay x3 times lander to produce statistically significant data
am i too low on my estimate, or higher than i should be?

In a nutshell, yes looks short.
2-3x the payout (at least unless it totally tanks) per Creative+LP+Offer combo.
Instead of going with 500 banners and 20 landers, start with 10 banner templates (assuming you're on a higher budget with your plan to spend a lot given the numbers above). Take 2-3 variations for each banner template and run 5 different LPs. Probably a much better way to get some first data than throwing in 500 random banners.

By totally tank, do you base it on spending your entire test budget before getting any lead, or low cr from the get go?
Ie lets say I test 2 offers, spend $100 total and offer 1 has cr of 0.8%, offer 2 has cr of 2.7%

By totally tank I mean a creative that's performing poor CTR wise for example. A 0.1% CTR when others perform at 0.3%+ (dependent on placement when it comes to CTRs obviously) can be cut earlier since your CPC will get too high.
For your $100 example, it depends. Given it's 1 creative, you should have enough sample size. Still you forgot the LP variable in here which is step2, first of all I'd look which offer(s) convert best in overall, THEN cut LPs.
