I would guess that it also need to match the banners that I use with the real offer I'm promoting?

of course that would get flagged. You need to think a little more outside the box for succesfull cloaking.

Big G is smarter than 99% of affiliates. Be in that 1% to cloak successfully. All others get the ban.
Use the includes method of cloaking. Clone or copy the review page you want to use on your domain and host it there. Also put your real page on that domain as well (aff link, lander, whatever you are running). Then for GAW all your links will match (destination and review) and there will also be fewer redirects.
You need to be very believable, think not only what type of page but if its believe that the type of page you're promoting spends $X a day on ads.
The hardest part is match your ad to the REAL landing page and looking 100% legit. Brainstorm for a while
