did you request a new credit card from your bank before opening this account? I believe you need a new account/different bank for it to work since your bank will basically give you the same numbers on the card with the last 4 being different, and Google knows its a credit card from a banned advertisers bank account.
I don't know the exact details with the credit card numbers, but sounds like the problem is with your card. Use a different credit card next time

I'm pretty sure i had this ban excuse many years ago. They said no second chances.
You CAN create a new account though, you just need COMPLETELY new info, new ip, new browser, to be safe even a new computer etc..
I've seen that banned a few times. PM me your skype and I can get u setup on a new account that won't give u that error. Comes at a cost though
I doubt adwords is blocking whole BIN numbers of credit cards. Maybe in prepaid credit card bans.
I always bought Adword accounts. But now this interests me. Do we need to call adword? I can get credit cards and phone and new pc's with RDP easily. Anyone who knows perfect method to make these can pm me.
