but my question is, would you consider the next page they land on incnetivzed traffic.
After they optin they go to a clean page that says.

-The 2nd page doesn't say anything of the sort about you must complete this offer, it's just a straight clean page.
Some would call this a bait and switch, but it seems a few advertisers are saying it's incentivized traffic? But is it really if after they optin and see a Mortgage ad that's
100% clean?
Again advertisers are saying it's incent, but I beg to differ. What are your thoughts? If they land on the second page and there is no incentive to fill out the offer... how is it incentivzed?
Maybe one of the network owners can pop in to clarify but in my experience an advertiser's definition of incentivized is giving away an item or money in return for filling out offers. So, content locking a page where they can download something is incentivized. Offering them an ipod for doing X number of offers is incentivized.
If I understand your instructions right, the whole "enter your email to get this for free" which redirects to an email submit or whatever shouldn't be considered incentivized. You're just building a mailing list and doing it in a sort of hard sell way. In that case the incentive is the offer you're sending them to and the action is to join your mailing list, as opposed to the other situations where the offer is the action and the item is the incentive.

Not doing email subs though. An example is a auto insurance offer.
Here's a clearer example.
Hey Vistior You Won Today's Daily Prize, Enter your email to claim your prize.
Then re-directs to lets say a zip submit auto insurance offer.
They're filling out the auto ins. offer on their own, that page isn't incentivized. However advertisers are claiming it is? The only incent is the first lander which offers them a gift through email and the 2nd page is a straight up direct link to whatever offer, auto ins, $1500 loan offer, walmart card whatever offfer you want.
The particular offer isn't incentivized but you got to think the 'traffic' you send to that offer partially is since they think they are receiving something like winning that daily prize once they get to the offer.
Regardless of what we think, if the advertiser says it's incent and they don't want it (regardless of if it is or not) then you are out of luck. Try a diff offer from a diff advertiser
