Popads u can be advertising in minutes and they're pretty lax on restrictions. Nice UI too.

You can't target URL from what i know, but sometimes you can target by category.
For the most part you have to target very broad traffic like adult or torrent traffic without many targeting options.
Does anyone have PropellerAds responsive account manager?
I wonder why nobody mentions zeropark.com?
