Through proxy spying, I have found multiple offers in smaller international countries, but I can't find the offers on any affiliate networks.

What options are available for smaller GEO's with no offers at the usual affiliate networks?

Check what where these guys are sending to.

Use a tool like wheregoes.com to see tracking links redirects.

Also you could go the whitelable route for these countries if you have a decent budget.

Is the whitelabel route PPS? Is that why I would need a bigger budget?

It's basically sales. You would need a bigger budget because you make money on the rebills and some people get rebilled even for years.
