im trying to negociate a direct buy (popunder) on a site where i have proven 100% roi campaign
the guy sell it to a platform at 2$ ,it tell me the platform pay him 1.70
im sure its a joke ...

I don't understand. That's a 15% margin for the ad network and seems pretty reasonable if it's in a competitive space.
I am not sure if I understand correctly , the webmaster get's paid $1.7 CPM and the network sells it at $2 CPM?
If that's the case there is nothing wrong with that.
