Keeping ads fresh on FB

Hey guys, I have a few questions on FB. Appreciate any guidance!

1. Say I've got a good ad on FB that's hitting a decent CTR and low CPC. What's the best way to keep it fresh and so that it lasts longer? Right now I pause it whenever CTR starts to drop and then unpause it after a few days, rotating in other ads during this period. But is there a better way to do it? Because in my current approach, the ad CTR still continues to drop after unpausing. I'm guessing it's because the ad would still go to mostly the same people after it's unpaused, so CTR takes a hit as ad frequency goes up.

2. Using spy tools, it looks to me that all the long running ads on FB are cloaked because the ads' URL is always of the offer (eg. ayi.com), not the domain we each use to host our landers/redirect links. I know cloaking is a touchy subject around here and I don't plan to ask much, but the question simply is, to succeed on FB is cloaking actually a necessity? None of my accounts last more than a few weeks, even when running clean offers with clean images without cloaking, so can't help wondering if I'm missing a huge piece of the puzzle?

1. Best way is to take your best CTR ads and do your best to make similar ones/concepts, but not exactly the same. Rotate them daily if you can.

2. Not at all, i know many affiliates who don't cloak. Surely cloaking could make more money if you manage to keep your accounts for the longterm or get high budget new accounts often, but whitehat Facebook works great.
