I'd say diet, since you really have to have creatives showing skin or fat. Dating you can get around without it.

From my experience you need to cloak on all these niches.

As for getting ads approved, there is no real rule, depends who approves your ads.

i think the reason dating is getting the most votes is because more people have ran dating offers than the others. i mean, just look at the follow along threads, nearly all of them are dating.
