and got that message that the FTC is CLOSED due to government shut down, and that users CAN NOT file complaints or file do not call registry entries, among other things, during this downtime.

it doesn't say anything about complaints being filed the second they open

The Fed's think U.S.A. population is retarded. Think about it. You go to a federal website and it servers up a page that says "This website is not availible due to Gov. Shutdown" The server serving that page is still online running being paid for.
